Generally, this is how the user should operate in Windows Vista, but a lot persons are annoyed by it. So here's how you disable it longterm:
Click Start > Run > type in "MSCONFIG" without qoutes > click "OK" > click Tools tab > scroll down to Disable UAP, select it and click launch, restart you computer and UAP will be disabled.
